What this error means
The campaign was identified as a phishing attempt.
Causes, most likely first
- Links to sites designed to impersonate legitimate services and capture credentials or sensitive data.
- Impersonation of a bank, government agency or trusted entity.
- Deceptive urgency tactics in samples, e.g. "Your account will be suspended".
How to fix it
If your numbers are managed by a platform
There is no correct-and-resubmit path for this code. The rejection is terminal for the campaign as submitted. If your numbers sit inside a reseller platform such as LeadConnector inside GoHighLevel, ask that platform's support team for the rejection code in writing so you have it on record, then treat the remedy below as the only route.
The remedy is a new brand and a new campaign built on a use case that does not fall in the prohibited category. Editing this campaign and resubmitting it will not clear the rejection.

Not eligible for resubmission. Twilio notes phishing campaigns may result in account-level enforcement actions, not just campaign rejection. If you're a legitimate business, use your verified business domain, avoid urgency-based language that mimics social engineering, and clearly identify your brand.
