What this error means

A URL in the campaign has poor domain reputation or appears in threat intelligence databases.

Causes, most likely first

  1. Domain flagged in threat intelligence or reputation databases as malicious or suspicious.
  2. Recently registered domain with no established reputation, or a disposable domain service.
  3. Previously compromised or abused domain.
  4. Hosted on infrastructure shared with known malicious sites.

How to fix it

If your numbers are managed by a platform

There is no correct-and-resubmit path for this code. The rejection is terminal for the campaign as submitted. If your numbers sit inside a reseller platform such as LeadConnector inside GoHighLevel, ask that platform's support team for the rejection code in writing so you have it on record, then treat the remedy below as the only route.

The remedy is a new brand and a new campaign built on a use case that does not fall in the prohibited category. Editing this campaign and resubmitting it will not clear the rejection.

If you own the Twilio account

Not eligible for resubmission, the domain's reputation score doesn't meet the minimum threshold. Check reputation with public tools (Google Safe Browsing, VirusTotal), remediate, and register a new campaign with a clean domain. Contact Support if you believe it's an error.
