How to fix it
If your numbers are managed by a platform
There is no correct-and-resubmit path for this code. The rejection is terminal for the campaign as submitted. If your numbers sit inside a reseller platform such as LeadConnector inside GoHighLevel, ask that platform's support team for the rejection code in writing so you have it on record, then treat the remedy below as the only route.
The remedy is a new brand and a new campaign built on a use case that does not fall in the prohibited category. Editing this campaign and resubmitting it will not clear the rejection.
If you own the Twilio account
Not eligible for resubmission. Twilio describes this as a permanent disqualification from A2P 10DLC messaging. Make sure business registration details are accurate and match the legal entity before registering any new campaigns. Contact Support if you believe it's an error.
