The business or program was associated with fraud or deceptive messaging.

- Business, program, or sample content identified as fraud/scam/deceptive.
- Compliance concerns raised across business, use case, samples, web presence, opt-in and policies.
- Use case not allowed under Twilio's messaging compliance rules.
- Submission doesn't accurately represent how the number will be used.
How to fix it
If your numbers are managed by a platform
If your numbers sit inside a reseller platform, for example LeadConnector numbers inside GoHighLevel, you do not have access to the Twilio Console, and the interface shows the rejection without the code. Ask that platform's support team for the Twilio rejection error code, in writing, before you change anything. The substance of the fix is yours to make: the business details, the website, and the opt-in flow described in the Twilio path all belong to you, not to the platform. Make those changes first, confirm they are live, then ask support to resubmit. A resubmission filed before the underlying facts change will fail again on the same reason.
If you own the Twilio account
If you believe the rejection is wrong, contact Support with a clear explanation. Review the rejection under the number's Regulatory Information tab to see whether correction and resubmission are allowed. Check BusinessWebsite, UseCaseSummary, ProductionMessageSample, OptInType and opt-in evidence actually describe the real program. Remove anything that could read as misleading before resubmitting, if allowed.
Timing and resubmission
Content/policy rejections are ineligible for resubmission. Support appeal is the documented route.
