The registration authority for your business ID was missing or unsupported, so the registry couldn't classify the identifier.

  1. business_registration_identifier missing from the business profile.
  2. It's set to a value unsupported for this business/registration type.
  3. business_registration_number missing, or its format doesn't match the chosen authority.

How to fix it

If your numbers are managed by a platform

If your numbers sit inside a reseller platform, for example LeadConnector numbers inside GoHighLevel, you do not have access to the Twilio Console, and the interface shows the rejection without the code. Ask that platform's support team for the Twilio rejection error code, in writing, before you change anything. The substance of the fix is yours to make: the business details, the website, and the opt-in flow described in the Twilio path all belong to you, not to the platform. Make those changes first, confirm they are live, then ask support to resubmit. A resubmission filed before the underlying facts change will fail again on the same reason.

If you own the Twilio account

Set business_registration_identifier to the correct authority, EIN for US entities and international tax IDs, DUNS where applicable. Enter business_registration_number in the matching format. Review the business information in Trust Hub, then resubmit. Note the title is literally "Unknown Error Code" while the body describes a specific registration-authority problem, treat the title as unreliable.
