These toll-free verification codes carry no statement in Twilio's documentation about whether a corrected submission would be accepted, and no named failing field. Twilio gives a reason for the rejection but stops short of saying what happens if you fix it and file again.
What each code means is below, taken from Twilio's page for that code, with a link to the source. Where the outcome of a resubmission is genuinely undocumented, this page says so rather than guessing.
