The business or its message content was associated with spam.

  1. Business linked to a known spam or fraudulent campaign.
  2. Use case, sample messages, or content match spam-like patterns.

How to fix it

If your numbers are managed by a platform

If your numbers sit inside a reseller platform, for example LeadConnector numbers inside GoHighLevel, you do not have access to the Twilio Console, and the interface shows the rejection without the code. Ask that platform's support team for the Twilio rejection error code, in writing, before you change anything. The substance of the fix is yours to make: the business details, the website, and the opt-in flow described in the Twilio path all belong to you, not to the platform. Make those changes first, confirm they are live, then ask support to resubmit. A resubmission filed before the underlying facts change will fail again on the same reason.

If you own the Twilio account

Compare your business type, use case, samples, and opt-in flow against the forbidden categories. If the traffic genuinely falls in a disallowed category, don't resubmit the same use case. If you think it's wrong, contact Support with a full explanation of business, opt-in and intended messages. If the submission is correctable, fix it in Console or via the TFV API and resubmit, inside seven days for priority review.

Timing and resubmission

Correctable submissions get priority review inside seven days. Pure content/policy rejections are ineligible for resubmission.
