What this error means

The consent you documented isn't express consent, collecting a phone number isn't the same as permission to text it.

Causes, most likely first

  1. Opt-in flow collects a number without a specific, upfront disclosure and a deliberate act of consent.
  2. Consent buried in Terms of Service or Privacy Policy rather than shown at the point of collection.
  3. Consent checkbox pre-checked rather than unchecked by default.

How to fix it

If your numbers are managed by a platform

If your numbers sit inside a reseller platform, for example LeadConnector numbers inside GoHighLevel, you do not have access to the Twilio Console, and the interface shows the rejection without the code. Ask that platform's support team for the Twilio rejection error code, in writing, before you change anything. The substance of the fix is yours to make: the business details, the website, and the opt-in flow described in the Twilio path all belong to you, not to the platform. Make those changes first, confirm they are live, then ask support to resubmit. A resubmission filed before the underlying facts change will fail again on the same reason.

If you own the Twilio account

Rebuild the opt-in to collect express consent per CTIA guidelines: upfront disclosure plus an intentional action, specific to a stated purpose. Any CTA checkbox must be unchecked by default. Then resubmit the TFV. Listing "SMS" in your ToS or Privacy Policy does not count as consent.

Timing and resubmission

Correctable, resubmit within seven days for priority review. Fixing the live form first matters: reviewers open the URL.
