What this error means

The link in your sample message breaks the URL rules for toll-free traffic.

Causes, most likely first

  1. Public URL shortener instead of a branded domain you own.
  2. Non-secure (http://) URL.
  3. The URL or its redirect conceals your business identity.
  4. Domain doesn't match the sender named in the message.
  5. Landing page doesn't identify the business owner or give contact details.

How to fix it

If your numbers are managed by a platform

If your numbers sit inside a reseller platform, for example LeadConnector numbers inside GoHighLevel, you do not have access to the Twilio Console, and the interface shows the rejection without the code. Ask that platform's support team for the Twilio rejection error code, in writing, before you change anything. The substance of the fix is yours to make: the business details, the website, and the opt-in flow described in the Twilio path all belong to you, not to the platform. Make those changes first, confirm they are live, then ask support to resubmit. A resubmission filed before the underlying facts change will fail again on the same reason.

If you own the Twilio account

Use a branded URL on a domain you control, over HTTPS. Strip public shorteners from the message *and* from anything the URL redirects through. Make sender name, domain, and landing page all identify the same business. Add clear business identification and contact info to the landing page. If you need short links, use Twilio Link Shortening on your own branded domain. Edit and resubmit.
