What this error means

The submission never reached review, the business address failed validation up front.

Causes, most likely first

  1. Not a valid US or Canada address.
  2. State/province invalid or inconsistent with the rest of the address.
  3. Street, house number, or unit info invalid/incomplete.
  4. City or postal code invalid or mismatched.
  5. Multiple address fields wrong at once.

How to fix it

If your numbers are managed by a platform

If your numbers sit inside a reseller platform, for example LeadConnector numbers inside GoHighLevel, you do not have access to the Twilio Console, and the interface shows the rejection without the code. Ask that platform's support team for the Twilio rejection error code, in writing, before you change anything. The substance of the fix is yours to make: the business details, the website, and the opt-in flow described in the Twilio path all belong to you, not to the platform. Make those changes first, confirm they are live, then ask support to resubmit. A resubmission filed before the underlying facts change will fail again on the same reason.

If you own the Twilio account

Correct businessStreetAddress, businessStreetAddress2, businessCity, businessStateProvinceRegion, businessPostalCode, businessCountry so they describe one real location, then resubmit. Use the resubmit flow inside the edit window rather than deleting, Twilio explicitly says not to delete the request just to fix an address.

Timing and resubmission

Not a review rejection, it never entered review. Fix and resubmit inside the edit window. Deleting puts you in the new-submission queue unnecessarily.
