What this error means
The submission looks like loan marketing or high-risk lending, which isn't allowed.
Causes, most likely first
- Describes new loan solicitation or high-risk financial services, payday, short-term high-interest, third-party, or student loans.
- Samples/website/use case show promotional loan marketing rather than first-party non-promotional loan servicing.
- Privacy policy or terms indicate consumer or opt-in data is shared or sold.
How to fix it
If your numbers are managed by a platform
If your numbers sit inside a reseller platform, for example LeadConnector numbers inside GoHighLevel, you do not have access to the Twilio Console, and the interface shows the rejection without the code. Ask that platform's support team for the Twilio rejection error code, in writing, before you change anything. The substance of the fix is yours to make: the business details, the website, and the opt-in flow described in the Twilio path all belong to you, not to the platform. Make those changes first, confirm they are live, then ask support to resubmit. A resubmission filed before the underlying facts change will fail again on the same reason.
If you own the Twilio account
Do not resubmit the same loan-marketing use case, content/policy rejections aren't eligible for resubmission. If your traffic really is first-party and non-promotional loan servicing, rewrite the business description, samples, website and opt-in detail so that's unambiguous, and resubmit only if the rejection is eligible. Otherwise, contact Support with an explanation of the business.
Timing and resubmission
Ineligible for resubmission when the rejection is content-based. Reworking to a genuinely first-party program means a new submission, not an edit.
