What this error means
You made agreeing to texts a condition of using the service.
Causes, most likely first
- Sign-up, checkout or account flow requires agreeing to messages before the consumer can proceed.
- One action collects both the phone number and marketing consent, so consent isn't a separate choice.
- Opt-in checkbox selected by default rather than an affirmative optional action.
- Promotional messaging without documented express written consent.
How to fix it
If your numbers are managed by a platform
If your numbers sit inside a reseller platform, for example LeadConnector numbers inside GoHighLevel, you do not have access to the Twilio Console, and the interface shows the rejection without the code. Ask that platform's support team for the Twilio rejection error code, in writing, before you change anything. The substance of the fix is yours to make: the business details, the website, and the opt-in flow described in the Twilio path all belong to you, not to the platform. Make those changes first, confirm they are live, then ask support to resubmit. A resubmission filed before the underlying facts change will fail again on the same reason.
If you own the Twilio account
Separate service enrolment from messaging consent, let people use the service without opting in. Use a distinct opt-in step, checkbox unchecked by default. Make the submitted opt-in workflow match the live customer journey, with public evidence (web form or hosted screenshots; optInImageUrls via API). For promotional sends, collect express written consent before resubmitting.
