What this error means
Your terms or privacy policy say opt-in data may be shared with third parties.
Causes, most likely first
- ToS or Privacy Policy allows opt-in data to be shared, sold, transferred or exchanged with third parties, affiliates or partners.
- Practices imply consent isn't a direct agreement between consumer and sender.
- Website doesn't explicitly exclude SMS originator opt-in data from broader sharing language.
How to fix it
If your numbers are managed by a platform
If your numbers sit inside a reseller platform, for example LeadConnector numbers inside GoHighLevel, you do not have access to the Twilio Console, and the interface shows the rejection without the code. Ask that platform's support team for the Twilio rejection error code, in writing, before you change anything. The substance of the fix is yours to make: the business details, the website, and the opt-in flow described in the Twilio path all belong to you, not to the platform. Make those changes first, confirm they are live, then ask support to resubmit. A resubmission filed before the underlying facts change will fail again on the same reason.
If you own the Twilio account
Stop sharing or selling opt-in information. Remove language permitting third-party sharing of mobile numbers, SMS opt-in data or consent. If your policy uses a standard information-sharing matrix you can't remove, add an explicit carve-out stating that text messaging originator opt-in data and consent are not shared with third parties. Once the updated language is live on the website, edit and resubmit, inside seven days for priority review.
