What this error means
The business as a whole couldn't be independently confirmed.
Causes, most likely first
- Business name, address or other details couldn't be independently confirmed.
- Required business fields inaccurate, inconsistent or incomplete.
- Website or online presence gives too little public information, or the URL doesn't reflect the business name/branding.
- ISV's contact details submitted instead of the end business's.
How to fix it
If your numbers are managed by a platform
If your numbers sit inside a reseller platform, for example LeadConnector numbers inside GoHighLevel, you do not have access to the Twilio Console, and the interface shows the rejection without the code. Ask that platform's support team for the Twilio rejection error code, in writing, before you change anything. The substance of the fix is yours to make: the business details, the website, and the opt-in flow described in the Twilio path all belong to you, not to the platform. Make those changes first, confirm they are live, then ask support to resubmit. A resubmission filed before the underlying facts change will fail again on the same reason.
If you own the Twilio account
Confirm the submission identifies the end business that owns the opt-in and consumer relationship. ISVs must submit the end business, not themselves. Correct every business field to match the business and its public presence. Make the website live, publicly accessible, and clearly branded with the business name, logo and identifying information; if you're on a third-party platform, use a custom domain or make branding prominent.
