What this error means
Your traffic depends on leads or consent that came from somewhere other than your own opt-in.
Causes, most likely first
- Business, website, privacy policy or terms indicate buying, selling or sharing consumer/opt-in data.
- Submission describes affiliate marketing, affiliate lending, deceptive marketing, or another third-party lead-gen model.
- Consent collected by one business and transferred to another, consent must be collected directly by the business that sends.
- Request doesn't clearly show a first-party use case with supporting evidence.
How to fix it
If your numbers are managed by a platform
If your numbers sit inside a reseller platform, for example LeadConnector numbers inside GoHighLevel, you do not have access to the Twilio Console, and the interface shows the rejection without the code. Ask that platform's support team for the Twilio rejection error code, in writing, before you change anything. The substance of the fix is yours to make: the business details, the website, and the opt-in flow described in the Twilio path all belong to you, not to the platform. Make those changes first, confirm they are live, then ask support to resubmit. A resubmission filed before the underlying facts change will fail again on the same reason.
If you own the Twilio account
If the traffic depends on purchased, sold, shared or transferred leads, stop, this category can't be approved. If the use case really is first-party, update the website, privacy policy, terms and opt-in flow to show the end business collects consent directly and does not share or sell opt-in data. Make sure businessWebsite, use case summary, production sample and publicly accessible opt-in images match the live customer journey. Review the rejection in the Regulatory Information tab and correct if eligible.
Timing and resubmission
Ineligible where the model genuinely is third-party lead gen. First-party rework requires the live site and forms to change *before* resubmission.
