The business sits in a prohibited-goods category, cannabis, CBD, kratom, paraphernalia, vape, or fireworks.
Causes, most likely first
- Business associated with cannabis, CBD, kratom, drug paraphernalia, vape/e-cig, or fireworks.
- Website, use case summary or samples suggest promotion, sale or support of a forbidden category.
- Filed as a permitted use case (notifications, 2FA) while the underlying business is prohibited.
- Incomplete or misleading business details caused the classification.
- Category disallowed even where the product is legal in some jurisdictions.
How to fix it
If your numbers are managed by a platform
If your numbers sit inside a reseller platform, for example LeadConnector numbers inside GoHighLevel, you do not have access to the Twilio Console, and the interface shows the rejection without the code. Ask that platform's support team for the Twilio rejection error code, in writing, before you change anything. The substance of the fix is yours to make: the business details, the website, and the opt-in flow described in the Twilio path all belong to you, not to the platform. Make those changes first, confirm they are live, then ask support to resubmit. A resubmission filed before the underlying facts change will fail again on the same reason.
If you own the Twilio account
If the business genuinely is in the category, don't resubmit. Twilio doesn't allow it on US/Canada SMS or MMS. If the rejection came from unclear information, correct the website URL, use case summary, samples and supporting detail. If you believe it's misclassified, contact Support with an explanation. Only resubmit if the business isn't in a forbidden category and you can correct what caused it.
