What this error means
Collecting debt on someone else's behalf, or debt relief/credit repair, which is forbidden.

- Submission states or implies collecting debt for another company or creditor.
- Website, terms, privacy policy or samples indicate third-party collection.
- Use case includes debt consolidation, reduction, relief, or credit repair, prohibited regardless of consent.
- Submission doesn't show the sender is the party owed and collected consent directly.
How to fix it
If your numbers are managed by a platform
If your numbers sit inside a reseller platform, for example LeadConnector numbers inside GoHighLevel, you do not have access to the Twilio Console, and the interface shows the rejection without the code. Ask that platform's support team for the Twilio rejection error code, in writing, before you change anything. The substance of the fix is yours to make: the business details, the website, and the opt-in flow described in the Twilio path all belong to you, not to the platform. Make those changes first, confirm they are live, then ask support to resubmit. A resubmission filed before the underlying facts change will fail again on the same reason.
If you own the Twilio account
Don't use toll-free for third-party collection or prohibited debt-relief programs. If you send first-party billing/account messages, make the submission clearly identify the business that is owed the money and how consent was collected directly. Scrub website, terms, privacy policy and samples of anything implying third-party or affiliate collection.
