Reviewers can't verify how end users consent from what you supplied.

Causes, most likely first

  1. message_flow doesn't explain how users opt in, especially for verbal, paper, in-store or QR flows collected outside a public website.
  2. Not every opt-in method used is listed in message_flow.
  3. Website opt-in missing terms links, privacy policy, message frequency, or the rates disclosure.
  4. Opt-in evidence unverifiable, site private, behind a login, incomplete, or no public screenshots.
  5. Keyword opt-in flow incomplete.

How to fix it

If your numbers are managed by a platform

If your numbers sit inside a reseller platform, for example LeadConnector numbers inside GoHighLevel, you do not have access to the Twilio Console, and the interface shows the rejection without the code. Ask that platform's support team for the Twilio rejection error code, in writing, before you change anything. The substance of the fix is yours to make: the business details, the website, and the opt-in flow described in the Twilio path all belong to you, not to the platform. Make those changes first, confirm they are live, then ask support to resubmit. A resubmission filed before the underlying facts change will fail again on the same reason.

If you own the Twilio account

Rewrite message_flow to explain consent from start to finish, listing every method. For website consent, include the website URL, privacy policy link and terms link, with the policy stating mobile numbers aren't shared plus frequency and rates disclosures. If the flow isn't publicly visible, add a public URL with hosted screenshots. For keyword opt-in, provide the keyword list and confirmation details; if you manage help and opt-out yourself rather than using default/Advanced Opt-Out, provide those values too. Twilio notes a more specific code may accompany this, check for 30896 or 30907 and follow those instead.

Twilio publishes an indicative review timeline for campaigns: Sole Proprietor campaigns are typically approved or rejected within hours to days, and Standard campaigns go through several layers of vetting and can take up to several weeks. Twilio also states that the vetting fee is assessed only once per campaign, so editing and resubmitting the same campaign does not incur a new fee, while deleting and recreating it does.
