Your opt-in details don't adequately show how end users consent.

Causes, most likely first

  1. message_flow doesn't explain who opts in, where, and how consent is collected.
  2. More than one opt-in method used but not all listed.
  3. Website opt-in flow missing the public website link, privacy policy link, terms of service, or hosted screenshots for gated/paper flows.
  4. Privacy policy missing the mobile-number non-sharing statement, message frequency, or "message and data rates may apply".
  5. Keyword opt-in declared without opt_in_keywords/opt_in_message.

How to fix it

If your numbers are managed by a platform

If your numbers sit inside a reseller platform, for example LeadConnector numbers inside GoHighLevel, you do not have access to the Twilio Console, and the interface shows the rejection without the code. Ask that platform's support team for the Twilio rejection error code, in writing, before you change anything. The substance of the fix is yours to make: the business details, the website, and the opt-in flow described in the Twilio path all belong to you, not to the platform. Make those changes first, confirm they are live, then ask support to resubmit. A resubmission filed before the underlying facts change will fail again on the same reason.

If you own the Twilio account

Rewrite message_flow to explain consent end to end, listing every opt-in path. For website opt-in, provide the website URL, privacy policy and terms links. For gated or paper flows, provide a hosted screenshot or document showing the exact opt-in language and form. For keyword opt-in, supply opt_in_keywords and an opt_in_message containing brand name, confirmation of recurring enrolment, how to get help, and opt-out instructions. Update the privacy policy with the non-sharing statement.

Twilio publishes an indicative review timeline for campaigns: Sole Proprietor campaigns are typically approved or rejected within hours to days, and Standard campaigns go through several layers of vetting and can take up to several weeks. Twilio also states that the vetting fee is assessed only once per campaign, so editing and resubmitting the same campaign does not incur a new fee, while deleting and recreating it does.
