Reviewers couldn't open the opt-in link you supplied.
Causes, most likely first
- URL requires a login, password or credentials.
- Link broken, erroring, no longer resolving, or the page changed after submission.
- URL doesn't lead directly to the opt-in content or doesn't show how consent is given.
How to fix it
If your numbers are managed by a platform
If your numbers sit inside a reseller platform, for example LeadConnector numbers inside GoHighLevel, you do not have access to the Twilio Console, and the interface shows the rejection without the code. Ask that platform's support team for the Twilio rejection error code, in writing, before you change anything. The substance of the fix is yours to make: the business details, the website, and the opt-in flow described in the Twilio path all belong to you, not to the platform. Make those changes first, confirm they are live, then ask support to resubmit. A resubmission filed before the underlying facts change will fail again on the same reason.
If you own the Twilio account
Replace it with a public link, reachable without authentication, that goes directly to the web form or other consent proof, a form, a hosted image, or a document such as a verbal opt-in script. If the opt-in lives inside an authenticated app, host screenshots at public URLs and submit those (optInImageUrls via API). Include the complete opt-in experience with visible business branding. Correct and resubmit within seven days for priority review.
