What this error means

Users can't decline SMS consent and still complete the primary action.

Causes, most likely first

  1. Consent required to complete a purchase, registration or signup.
  2. The form provides no real way to decline and continue.
  3. A checkbox is preselected, locked, or can't be cleared.
  4. SMS consent bundled with required ToS/privacy acceptance.
  5. A single button grants both messaging consent and other required permissions.
  6. message_flow, website URL or screenshots don't show that consent is optional.

How to fix it

If your numbers are managed by a platform

If your numbers sit inside a reseller platform, for example LeadConnector numbers inside GoHighLevel, you do not have access to the Twilio Console, and the interface shows the rejection without the code. Ask that platform's support team for the Twilio rejection error code, in writing, before you change anything. The substance of the fix is yours to make: the business details, the website, and the opt-in flow described in the Twilio path all belong to you, not to the platform. Make those changes first, confirm they are live, then ask support to resubmit. A resubmission filed before the underlying facts change will fail again on the same reason.

If you own the Twilio account

Make SMS consent optional so the main action can be completed without it, using a separate step with any checkbox unchecked by default, kept apart from required agreements. Provide a verifiable public URL or hosted screenshots showing the opt-in language and the ability to decline. Update opt-in language everywhere phone numbers are collected so it clearly states agreement to receive texts from your business. For web opt-in include the required disclosures plus a compliant privacy policy and terms. For keyword opt-in, provide opt_in_keywords.

Twilio publishes an indicative review timeline for campaigns: Sole Proprietor campaigns are typically approved or rejected within hours to days, and Standard campaigns go through several layers of vetting and can take up to several weeks. Twilio also states that the vetting fee is assessed only once per campaign, so editing and resubmitting the same campaign does not incur a new fee, while deleting and recreating it does.
