How to fix it
If your numbers are managed by a platform
If your numbers sit inside a reseller platform, for example LeadConnector numbers inside GoHighLevel, you do not have access to the Twilio Console, and the interface shows the rejection without the code. Ask that platform's support team for the Twilio rejection error code, in writing, before you change anything. The correction listed here is yours to make. The business details, the website, the opt-in flow, and the policy pages all belong to you rather than to the platform. Make the changes, confirm they are live, then ask support to resubmit. A resubmission filed before the underlying facts change will fail again on the same reason.
If you own the Twilio account
Twilio lists the following correction for this code:
- Update your use case to strictly informational messaging, such as two-factor authentication, order and shipping updates, or account and appointment alerts.
- Remove all promotional language and marketing intent from your campaign details and message samples.
- Add an explicit age requirement, such as "Must be 18+ to participate," to your Terms of Service.
- After making these changes, resubmit your registration for review.
Timing and resubmission
This code is eligible for resubmission. Correct what is described above and file again. It is not a terminal rejection, so there is no need to build a new brand or a new campaign to clear it.
The code applies from 15 September 2026. If you are looking at a rejection raised before that date, it will carry one of the existing codes instead.
